In the side event of Habitat III, the Government of Japan proposed to establish the SPP which enables sharing experience and knowledge on formulation and implementation of better spatial plans. The proposal was supported by many participating countries.

Its purpose is to make a network of all stakeholders and to support formulation and implementation of better spatial plans. Consequently, it will contribute to implementing the New Urban Agenda (NUA) and Sustainable development goals (SDGs), together with the National Urban Policy Programme (NUPP) launched by OECD, UN-Habitat and Cities Alliance.
