The Meeting Of Transportation Ministers



1.Summary


APEC (Asia-Pacific Economic Cooperation) was founded in 1989, as an international framework aimed at closer cooperation and the pursuit of further economic prosperity in the fast-growing Asia-Pacific region.
In APEC, aside from the Leaders' Meeting and Ministerial Meeting, Sectoral Ministerial Meetings have been established. As for the transportation field, Transportation Ministerial Meetings have been held five times since 1955. In the Ministerial Meeting, the Transportation Minister of each of the member economies of APEC assemble to discuss the various topics regarding the transportation field in the Asia-Pacific Region and end with a joint ministerial statement. The 5th APEC Transportation Ministerial Meeting was held in Adelaide, Australia in March 2007.


2.Participating Countries


Seven member countries of ASEAN (Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore, Thailand, and Vietnam), Japan, Korea, China, Taiwan, Hong Kong, Mexico, Papua New Guinea, Australia, New Zealand, the United States, Canada, Peru, Chile, and Russia


3.Attendees


Transportation Ministers of 21 member economies of APEC and the Ministers Responsible for Transportation in the APEC region.



4.The results of the five past meetings


The first meeting (Washington, USA, 1995)

Transportation Minister, Kamei attended. The main agenda items were safe and environmentally sustainable transport systems, improvement of transportation infrastructure, achieving a more competitive environment, cooperation of human resources and technology transfers and so on.


The second meeting (Victoria, Canada, 1997)

Transportation Minister, Koga attended. The main agenda items were improvement of transportation infrastructure, safety and global environmental issues in the transportation field, new transport technology and the promotion of international trade and so on. In the joint statement, economy members agreed to priority areas for future action. It contained support for action on maritime transportation issues and an endorsement on an expert conference about maritime issues which our country had been actively insisting.


The third meeting (Lima, Peru, 2002)

Vice-Minister for Technical Affairs, Tanino of the Ministry of Land, Infrastructure and Transport attended. The main agenda items were condemnation for the acts of terrorism and security countermeasures. Economic members agreed that each of them needs to work together to realize a lower-cost transportation and take countermeasures against pirates and security since liberalization and facilitation is essential in the transportation field.


The forth meeting (Bali, Indonesia, 2004)

Vice Minister for Land and Infrastructure, Hora attended. The main agenda items were (1) implementing the Bogar goals, (2) safety and security and (3) cultivation of human resources. We made a presentation on overall safety and security. As a result of the meeting, a joint statement was adopted. It addresses "Implementing the Bogor Goals on free and open trade and investment", "Implementing the Secure Trade in the APEC region (STAR) and other security related initiatives consistent with international law" and "Improving human capacity" which are our priorities for the future in the APEC transportation field as well as an action plan to implement the above priorities such as "Drawing up a road map to reach the Bogor Goals of trade liberalization of all modes of transportation" and "Supporting the continuing implementation of maritime and aviation security measures as well as implementing an inter-model supply chain security initiative over the next two years".


The fifth meeting (Adelaide, Australia, 2007)

Vice Minister for Land and Infrastructure, Yamamoto attended.The main agenda items were (1) transport safety, (2) transport security and (3) liberalization and facilitation. We made a presentation on the summary and outcome of the International Transport Security Ministerial Conference as well as on the foundation of the Land Transport Security International Working Group. As a result of the meeting, a joint statement which contains priorities for the future in the APEC's transportation field such as promoting environmentally friendly and sustainable transportation in the above three fields was adopted.
