ln major cities, the operating efficiency of lorries was continuously
low due to the insufficient capacity of roads and restrictions on large lorries
qgainst entering city centers, and the transport cost such as the labor cost
for operating lorries showed a marked increase.
In order for the problem-prone lorry transport industry to meet the transport
demand in future, it would be necessary to implement actively the rationalil
zation and systemization of goods movement.
To cope with such situations, various kinds of innovation of transport techniques
were implemented (l) by promoting the combined transport utilizing freight liners
and car-ferries, (2), by developing road haulage depots and freightliner bases
and (3) by introducing double trailers and pallets - but such measures were
still far from sufficient.
