Except for several exceptions, administration of harbors are practically
all performed by ordinary local public bodies such as prefectures and municipalities.
With the increase of harbour improvement works pursuant to the increase
of cargo volume handled at harbours, increase of undertakings for preservation
of environments in harbors, etc., the finance of port authorities is continuing
a chronic deficit and the majority of the annual revenue are based upon deficit-
covering loan and compensation from local public bodies. In order to cope with
such conditions, the Government is granting subsidy and affording other means
to port authorities for harbor improvement works. However, since it can be considered
that the stiffened condition of port authorities finance pursuant to the increase
of harbor improvement works and increase of various expenses will continue,
the establishment of a system to provide the source of revenue in the future
is necessary.
