CHAPTER 2. HARBOR IMPROVEMENT WORKS
In recent years, port entering vessels have become conspicuously larger and
specialized. In order to cope with these trends and at the same time, to solve
conventional vessel congestion, the improvement of harbor function facilities
for efficiently exhibiting the functions of harbors is planned as well as performing
improvement of harbor basic facilities as public work.
Moreover, with the concentration of economical activities into littoral industrial
areas centered around harbors in the recent years, the deterioration of environments
in harbors such as the'origination of pollution, etc., has become a problem. For
coping with such situations and for preserving the harbor environ ments through
orderly improvement and appropriate management of harbors, harbor environment
preservation undertakings such as development of refuses disposal facilities,
etc., are performed.
In the fiscal year of 1973, however, upon receiving the influence of the Government's
total demand restraint policy, the restrained postponement of work execution,
etc., were made and the execution sum of harbor improvement works ended in the
increase of 6.0% in comparison to the preceding fiscal year. Moreover, on account
of material shortage, tremendous skyrocketting of wages and commodity prices due
to the oil crisis, necessity of adopting the action of changing the contract price
sum, etc., there were also abnormalities in the situa tions surrounding the work
execution.
