CHAPTER 1. PRESENT STATE OF SHIP13UILDING INDUSTRY AND SHIP BUILDING RELATED INDUSTRIES


1. Shipbuilding Industry


(1) General Condition
    The shipbuilding industry of Japan constructs about one-half of the world's new shipbuilding volume.
    As a whole, the construction volume of newly-built vessels for the fiscal year of 1973 showed an increase of 16.8% in gross tonnage in comparison to the preceding fiscal year as shown in Table II-(IV)-1 due to the sharp increase in export vessels. Above all, the increase of construction volume of export vessels in the small and medium shipbuilding industries was conspicuous and showed an increase of 140.47o. This is due to the fact that the demand for coastal cargo vessels which suit the facility scale of small and medium shipbuild ing industries suddenly increased.
    The amount of orders received for newly-built vessels greatly exceeded that of the preceding fiscal year which was the past maximum and recorded the highest in history. The majority of these order acceptances were for those in which agreements had been concluded in the first half-year of fiscal 1973 and in entering the latter half of fiscal 1973, new acceptance of orders came to take a pause and after the oil shock at the year end of 1973, the market condition keeps on worsening and the future remains gloomy.

    The unfilled work volume for newly-built vessels in the fiscal year of 1973 was about 62 million gross tons (Lloyd's Register of Shipping Statistics) and marked the highest in history with a 42% increase in comparison to the same period ofthe preceding fiscal year. Among these, about 50% are those for which orders have been accepted during the fiscal year of 1973. In observing this unfilled work volume from conventional work results, it corresponds to about 4 years work.
    Next, in observing the condition of vessel export of Japan, we find that the construction volume of export vessels is 12,790,000 gross tons in the fiscal year of 1973. In the order acceptance volume according to type of vessel, we find that the order acceptance volume of oil tankers centered around ultra large type of vessels of more than 200,000 dead weight tons (283 vessels, 22,680,000 gross tons) has increased and occupies 82% of the total order acceptance volume.
