Public investment in transport-related facilities in fiscal 1980 totaled ¥8.2
trillion, up 2.5% over the previous fiscal year, the increase rate being the
lowest since fiscal 1976. Roads continued to take the largest share among transport-related
investments, accounting for 68.6% of the total. (Table

Private plant and equipment investment, which has strengthened a rising
tendency since the latter half of 1978, rose steadily throughout fiscal 1980,
playing a major part in general economic activities.
According to a survey by the Ministry of Transport, private investment in
transport-related businesses turned upward steadily in fiscal 1978 and 1979.
Private investment in transport-related facilities in fiscal 1980 totaled ¥1.4
trillion, up 9.5% over the previous fiscal year, though the increase rate slowed
down. As in the previous fiscal year, this increase was brought about mainly
by expanded oceangoing shipping and air transport. (Table
