Recently, with the automobile community in a crisis which some call the
second traffic war, the council for transport technology, in consideration of
the characteristics of recent accidents, many of which are fatal as the victims
are often trapped in their vehicles and the high incidence of accidents due
to speeding, is examining technical measures necessary for ensuring the safety
of automobiles.
As a result, in March 1992, it submitted a report "Goals for expanding,
enhancing and strengthening automobile safety standards" which contains the
aims to improve crash absorbing efficiency of the whole car including the structure
of the car, introduce warning devices which sound when seat-belts have not been
fastened, and expand the regulations requiring the use of the anti-lock brakes,
and improve brake efficiency when speeding, etc.. It plans to systematically
carry out safety measures according to these goals.
