In April 1996, the representative of the former Ogawa Faction, who own
land at the site of Narita Airport, has agreed to sell land of approximately
3.2 ha located at the site to the Airport Authority and move away from the site
and the contract for sale of the land was concluded with the Airport Authority
in July of this year.
A contract was also concluded in November with the younger brother of the
representative of the former Ogawa Faction regarding the sale of land of approximately
1.9 ha. The younger brother of the former Ogawa Faction sent a letter in June,
1995 to the Prime Minister and the Minister of Transport to demand their reconsideration
regarding the construction of the airport so far and the two persons announced
the termination of the movement against the airport on receipt of the answer
to the letter from the Minister of Transport expressing his regret. Furthermore,
in July 1995, the representative of the former Ogawa Faction and the Japanese
Government signed an agreement regarding the negotiation of the settlement and
future treatment of court issues, and how to proceed with the airport construction
in future. Subsequently, talks were repeatedly held with the two persons regarding
the necessity for the airport and reconstruction of their living for the future
and an understanding regarding the airport construction and their decision to
move was obtained from the two persons.
The decision by the two persons is one of the fruits of talks which have
continued with landowners on the basis of the conclusion of the roundtable conference.
The Ministry of Transport will continue to promote faithfully talks with landownes
hereafter, materialize as soon as possible symbiotic measures with the region
and positively engage in the construction of the Narita Airport which is symbiotic
