Section 1. Expansion of Marine traffic


@ @ To stop the sharp downturn trends in the number of Japanese-registered ships and Japanese seamen (Fig. 42), the Marine Transportation Law was partially revised so as to regard certain Japanese-registered ships as "international ships" for tax benefits. In another development, the Consultative Council to the Minister for Transport on the Rationalization of Shipping and Shipping Industries started in March 1996 to study on what the overseas shipping business should be in light of recent changes in the international economic environment. Regarding the Capacity Management Program, some reviews were carried out. For example, the law that blocks the application of the Anti-Monopoly Law to this business will not be applied to container ships and roll-on/roll-off ships after the end of fiscal '1998 at the latest.
@ @ The date, July 20, became "Maritime Day", a national holiday in 1996. This national holiday was designated as such to deepen understandings of, and interest in, the relationship between the sea and our daily life. Various events across the country were took place to make the public familiar with the day and maritime philosophy.
