The Ministry is studying the establishment of comprehensive measures to secure seafarers for ocean-going vessels as well as promoting measures to secure seafarers for coastal vessels including countermeasures against such seafarers leaving the job. Other measures the Ministry is taking include : improvement in the education and training system for seafarers ; study on the future course of action for modernizing of the seafarers system ; and promotion of shorter working hours for seafarers and prevention of disasters.
