About CARATS

In developing the future air traffic system, there are expectations of meeting global challenges such as climate change as well as contributing to the Japanese economic growth policy by achieving efficient air services that fulfill diversifying operators’ and users’ needs and growing air traffic demands. For this purpose, the current air traffic system needs drastic change and accordingly, a committee composed of stakeholders from industry, government and academia has been established, resulting in the development of CARATS (Collaborative Actions for Renovation of Air Traffic Systems) through consideration of international trends and various perspectives.

It has since become necessary to thoroughly implement changes towards the future air traffic system based on CARATS.

In order to strategically develop the future air traffic system based on CARATS, it is necessary to build a roadmap of specific policies through coordination of stakeholders, with which to begin the implementation from short-term policies and strategically proceed the research and development of long-term policies.

Moreover, in promoting policies, it is important to effectively proceed by assessing the progress on meeting goals through regular analysis and evaluation of criteria.

Council for Promotion of the Future Air Traffic System will be established to develop the roadmap, to set up criteria and to assess the progress on meeting goals, as it is indispensable for JCAB (Japan Civil Aviation Bureau) to collaborate with academic experts, operators, research institutes, aerospace manufacturers, related government agencies and so on.
