一部の部屋を商業会議所とし、区内唯一の集会所として式典などで使用される公的な建物でした。また、皇太子殿下行啓の御旅館としても使用されました。
商業会議所が移転した後は、次第に音楽演奏会など娯楽的な催しも開催されるようになりました。

1910 to World War II
During this initial phase, the Hakodate Chamber of Commerce was located in the Old Public Hall, which was the city’s only venue for official ceremonies and other public events. It also hosted the Crown Prince’s visit in 1911. When the Chamber of Commerce moved, the Old Public Hall became a venue for concerts and other events.
