About the written examinations for certificate of competency for qualifications of airmen (2025 1st term)
As for the examinations (2025 1st term), we will be accepting reservations and applications as follows at this time.
1. The reservations for the venue on the CBT carrier's website will be accepted from April 21 to May 15. Please make the reservation at the following URL.

2.The application (Form 19) for the examination will be accepted at the authorities from May 7 to May 15. Please submit to each regional bureau.
【Precautions】
○If you have made separate reservations for multiple subjects at a CBT provider, even if the test times overlap, you may not be able to take the test on the same day because the reservation is approved in the system.
Even if you are unable to take the exam on the day due to overlapping exam times, you will not be eligible for any refund or relief.
○If you do not apply for the examination at a regional bureau and only make a reservation for the examination venue, you may take the examination, but it will not be recognized as an official written examination and a “Written Examination Result Notification” will not be issued even if you obtain a passing score.
Please make sure to apply for the examination at a regional bureau within the application period.
To reduce the risk of not being able to take the examination due to incomplete applications, we recommend that you apply as early in the application period as possible.

The followings are excerpts from the manual regarding items that are frequently mistaken in CBT reservations and applications to the authorities, so please review them once again.
1. Mistakes in examination subjects, qualification codes, type codes, and grade codes when making reservations at CBT providers.

2. Mistakes in the Form 19 to be submitted to the authorities.
→ In the “Venue ID” column, Please list your Prometric ID left-justified, not your Exam Site ID. NEW!!
CBT ID is a total of 10 alphanumeric characters, consisting of “A” + “9 digits.”
3. Mistakes in incorrect attachments to be submitted to the Regional Civil Aviation Bureau.
・When applying for a subject exemption based on a vested license, please submit a copy of the applicable vested license. (The same applies in the case of switching a foreign license)
→ Exemption of subjects from examinations based on prior qualifications such as proficiency certificates, etc.
・When applying for a subject exemption based on a subject pass, please submit the “original copy of the written examination result notification” for which the subject was passed.
(The validity period of the subject pass is one year from the date indicated on the the written examination result notification.)
4. If you apply for the examination with a temporary license, you must submit your permanent license to the regional bureau by the last business day before the first day of the examination period.

2. Conversion to CBT for the written examinations.
・Since the November 2023 term, the written examination* for airmen has been changed to CBT (Computer Based Testing).・The CBT is an examination format in which candidates reserve a venue that suits their schedule from a set period (approximately 10 days) and a set venue, and take the examination.
・Before applying to the authorities using Form 19, it is necessary to make a reservation for the examination venue through the website of the CBT provider.
