"LEVEL 4" flight enables us to carve out a new future.

We started new rules about unmanned aircraft from December 5th 2022
to realize more convenient and comfortable society in Japan.
These are UAS Certification, UA Remote Pilot Certificate,
and Flight Operation.
You can do so-called "LEVEL 4" flight (Flying unmanned aircraft
remotely on an inhabited area in the situation of no access
control measure on the ground) as well as current
"LEVEL 1~3" flight.

より便利で快適な社会を実現するために、2022年12月5日から、無人航空機の新制度を開始します。これにより機体認証、無人航空機操縦者技能証明、運航に係るルールが整備され、現行のレベル1~3飛行に加え、有人地帯(第三者上空)での補助者なし目視外飛行を指すレベル4飛行が可能となります。無人航空機の活用範囲の拡大に伴う各種制度の内容をご確認ください。

We opened Unmanned Aircraft "LEVEL 4" Flight Web Portal in English.

We started new rules below from December 5th 2022.

  • 機体認証

    UAS Certification

    This is the UAS certification to ensure the safety of unmanned aircraft by inspecting its intensity, structure, and function.

  • 無人航空機操縦者技能証明

    UA Remote Pilot Certificate

    This certificate demonstrates that you have the necessary skill(knowledge and ability) to fly unmanned aircraft.

  • 運航ルール

    Flight Operation

    This shows you several flight operation rules to fly unmanned aircraft.

The combination of the rules above enabled us to do "LEVEL 4" flight.(You need Class 1 UAS Certification, Unmanned Aircraft Remote Pilot CLASS 1 Certificate, Flight Permission / Approval, and Compliance with each Flight Operation rule.)
