The Basic Policy on the Construction of Kansai Science City

Chapter 2 :
Policy for Cooperation Among Academic, Industrial and Administrative Sectors in City Construction


Construction of the city will proceed by taking maximum advantage of private vitality based on a tone of cooperation among the academic, industrial and administrative sectors. In addition, together with strengthening collaboration among industry, academics and the government, planning and adjustment functions that support them will be particularly enhanced in an effort to promote international, interdisciplinary and interindustrial exchanges in culture and scientific research including participation by ordinary citizens.

The assigned roles of each field are as indicated below from this type of basic standpoint.

(1) Field of Science

In addition to leading the way for creative cultural and scientific research activities in the city by emphasizing the educational and research functions, vocational skill development functions and social service functions of universities, research laboratories and so forth and establishing superior and diverse personnel and research organizations having these functions, the field of science will also fulfill the role of developing talented personnel in support of creative research and development. In order to accomplish this, together with promoting the location and providing of universities, research laboratories and so forth, the providing of research, educational and flexible scientific research organizations will be promoted that are of a high level that respond to the needs of society. In addition, by promoting networking between the city and the surrounding community that integrates other scientific research facilities or industries as a center for culture and scientific research, various forms of exchange will be promoted, such as cultural and research exchanges both at home and overseas, interdisciplinary research exchanges and exchanges with industry, thereby promoting culture, scientific research and industry.
(2) Industrial World

It will be necessary to promote industry corresponding to the needs of society and contribute to the development of the economic society through research and development activities, cultural activities and so forth in the city. In order to accomplish this, efforts will be made to locate various types of private research facilities engaged in research and development by making active use of the integration of avid research and development enthusiasm and advanced research and development capabilities. Moreover, by promoting collaboration between universities and public and government testing and research facilities as well as exchanges and so forth between different types of industries, in addition to striving to create and foster new industry, the city will participate and support a wide range of cultural and scientific activities.
(3) National and Regional Public Organizations

Together with striving to provide public and public service facilities in a planned and stepwise manner to serve as the foundation of valuable domestic and research activities corresponding to the progress of city construction, the providing and enticement of Culture and Scientific Research Facilities will be promoted. In addition, efforts will be made to provide support and guidance required for cultural and scientific research activities in each field. Moreover, collaborations will be formed with related regional public bodies in order to comprehensively promote city planning and city construction.
(4) Urban Development Corporation and other Developers

In addition to promoting the providing of a foundation by land readjustment enterprises as a result of taking advantage of their vast experience relating to city construction, aggressive participation will be made in city administration through the providing of facilities for securing enjoyable city activities in each field. In particular, public enterprises involved in urban planning and urban development, such as the Urban Development Corporation, will take the initiative in implementing projects relating to city construction in collaboration with regional public bodies and so forth.
(5) Body Responsible for Planning and Adjustment Functions

1) In addition to the Foundation of the Kansai Research Institute performing construction planning and promotion of a city suitable as a center for culture and scientific research as well as transmission of information relating to the city so that long-term construction of the city is promoted in integrated fashion based on cooperation among members of each field and collaboration with other communities, the Foundation will also promote the formation of agreements and so forth between related personnel of each of these fields.

2) Keihanna Interaction Plaza Incorporated, which was designated based on Article 2, Paragraph 5, Part 2 of the Act, will conduct necessary operations for promoting exchanges, collaborations and so forth from a broad perspective extending not only within the city, but also throughout Japan and the rest of the world, relating to culture and scientific research.
(6) Matters Relating to Cooperation with Other Fields

1) In addition to that mentioned in sections (1) through (5) above, each field will cooperate based on suitable allocation of responsibilities, and together with attempting to provide housing, other residential environments and urban functions, the creating of a community using various types of events and so forth will be promoted in an effort to form an independent city. In addition, efforts will be made to create a community in the form of a pilot model city, including accommodation of internationalization, advanced information utilization and a growing proportion of elderly in society, protection of the environment, and the formation of a pleasant community.

2) In order to further promote city construction and city activities, efforts will be made to diversify and stratify endeavors by incorporating diverse organizational forms participated in by residents and researchers without being concerned about industrial, academic or government frameworks in cultural and scientific research activities, city development, community activities and various other activities.
