Chapter 4 :
Arrangement and Policy for Providing of Culture and Scientific Research Districts


1.Arrangement of Culture and Scientific Research Districts

The Culture and Scientific Research Districts will be arranged roughly based on the following arrangement shown in the attached drawing in consideration of the relationships with existing cities in Kyoto, Osaka and Nara prefectures as well as overall organic connections.

(1) Kyoto Prefecture Region

Tanabe district, Fugenji district (Kyotanabe City), Minami Tanabe-Komada district (Kyotanabe City, Seika Town), Kizu district (Kizu Town), Seika-Nishi Kizu district, and portions of the Kyoto prefecture region in the Heijo-Soraku district (Kizu Town, Seika Town)

(2) Osaka Prefecture Region

Himuro-Tsuda district (Hirakata City), Kiyotaki-Muroike district, Tawara district (Shijonawate City)

(3) Nara Prefecture Region

Heijo Palace Site district, portions of the Nara prefecture region in the Heijo-Soraku district (Nara City), Takayama district, Kita Tawara district (Ikoma City)

2. Policy for Development of Culture and Scientific Research Districts

Culture and Scientific Research Districts will be developed in the manner described below. Furthermore, the development of each Culture and Scientific Research District will proceed in stepwise fashion while paying attention to the compatibility of the overall city starting with those districts in which development conditions have been satisfied.

(1) Tanabe District

Construction and enhancement of educational and research facilities, including universities focusing primarily on Doshisha University, will be promoted in this district.

(2) Minami Tanabe-Komada District

In addition to attempting to construct Culture and Scientific Research Facilities, research and development-oriented industrial facilities and so forth while taking advantage of the integration of agricultural and bioscience education and research facilities in this district, the construction of residential facilities, urban service facilities and wide-area recreational facilities will be promoted.

(3) Kizu District

Together with promoting the construction of a center for research and development and high-tech industry mainly composed of natural science-based Culture and Scientific Research Facilities and research and development-oriented industrial facilities such as the Advanced Photon Center (tentative name), the construction of a large-scale residential zone along with urban service facilities will also be promoted.

(4) Seika-Nishi Kizu District

Since this district is located in the center of the Kansai Science City, it is positioned as a central district for the entire city. Together with promoting the construction of the Kansai Annex of the National Diet Library (tentative name) and Work Experience Plaza (tentative name), while attempting to enhance the various functions of the International Institute for Advanced Studies and Advanced Telecommunications Research Institute International, efforts will be made to integrate pivotal Culture and Scientific Research Facilities in various fields such as data communications and the environment by taking advantage of the locations of these facilities, as well as enhance the Facilities for Exchange of Culture, Scientific Studies and Research. In addition, the construction of parks and afforestation zones will also be promoted by taking advantage of residential facilities, urban service facilities and the natural environment.

(5) Heijo-Soraku District

The construction of a site integrating Culture and Scientific Research Facilities relating to daily life, urban service facilities and so forth will be promoted in combination with construction of a large-scale residential zone.

(6) Himuro-Tsuda District

Together with promoting the construction of Culture and Scientific Research Facilities such as advanced research/educational facilities and research and development-oriented industrial facilities by taking advantage of this district being the site of the Kansai Gaidai University, the construction of residential facilities will also be promoted.

(7) Kiyotaki-Muroike District

Together with promoting the construction of sports and culture facilities as a center for natural recreation while attempting to protect the natural environment and restore greenery, the construction of Culture and Scientific Research Facilities engaged in training and educational research along with residential facilities will be promoted while taking advantage of this district being the site of the Osaka Electro-Communication University.

(8) Tawara District

Together with promoting the construction of residential facilities and so forth by taking advantage of the natural environment of the surrounding area, the construction of Culture and Scientific Research Facilities engaged in training and educational research along with industrial facilities will be promoted.

(9) Heijo Palace Site District

The enhancement and strengthening of Culture and Scientific Research Facilities will be promoted relating to cultural properties and archaeology while preserving and restoring historical and cultural assets focusing primarily on the Heijo Palace Site, of special historical significance.

(10) Takayama District

Together with promoting the construction of residential facilities along with Culture and Scientific Research Facilities targeted at fields of advanced science and technology such as data communications and bioscience focusing primarily on the Nara Institute of Science and Technology and the Nara Research Center of the Telecommunications Advancement Organization of Japan, parks/green zones will be constructed by taking advantage of the natural environment in this district. In addition, compound urban functions will be provided while considering compatibility with the Keihanna New Line Construction Plan.

(11) Other Culture and Scientific Research Districts

Construction will also be implemented in a systematic manner in the Fugenji and Kita Tawara districts as well while taking into consideration the geographical conditions in those respective districts.
