Chapter 9 :
Other Basic Matters Relating to City Construction


1. Fire Prevention Considerations

Together with promoting the construction of land preservation facilities, transportation and communications infrastructure, and fire prevention infrastructure facilities along with giving consideration to the formation of a city able to withstand natural disasters such as earthquakes and damaging winds by deploying antiseismic structures for all public facilities and buildings, considerations will also be given to the establishment of a disaster emergency system based on wide-area collaboration.
2. Environmental Protection

During the course of construction of this science city, in addition to attempting to achieve compatibility with administrative plans relating to environmental protection such as basic environmental planning, by implementing evaluations of environmental effects as necessary, efforts will be made to construct city systems based on recycling having a reduced burden on the environment in the form of pollution prevention and recycling and improved efficiency in terms of resources and energy. In addition, considerations will be given to the construction of a city that allows continuous growth by proceeding with the creation of communities that enable coexistence between man and nature such as by preserving the natural environment and offering opportunities to come in contact with nature.
3. Protection of Cultural Assets

Ample considerations will be given to protection of cultural assets during the course of city construction.
4. Consideration of Land Prices

Together with ensuring proper land utilization by suitably implementing laws and ordinances relating to land utilization such as the Act for Planning the Utilization of the National Land and city planning systems as basic environmental planning, considerations will be given to prevent the occurrence of speculative land transactions and sudden rises in land prices.
5. Formation of an Attractive Landscape

Together with attempting to achieve harmony with the history, culture and natural environment that blesses the Keihanna hills and its surrounding areas, considerations will be given to forming an attractive urban landscape through the underground installation of electric power lines, afforestation, roadside facilities, encouragement of building design and the creation of communities offering an abundance of unique qualities based on the agreement of all persons concerned.
