Chapter 3 :
Basic Matters Relating to Population Size and Distribution as well as Land Utilization


1. Population Size and Distribution

The population of the city is estimated to be approximately 410,000. The population in the Culture and Scientific Research Districts is estimated to be approximately 210,000. In addition, the distribution of the population in each of the districts in Kyoto, Osaka and Nara prefectures is generally expected to be as shown in the table below.

In addition, the number of employees in the Culture and Scientific Research Districts of the city is estimated to be approximately 70,000.
2. Land Utilization

The city is to be composed of "Culture and Scientific Research Districts", arranged by dispersing while giving consideration to environmental protection such as by attempting to preserve high-quality agricultural land and forests, as well as "Peripheral Areas" located in other areas. The land to be used is described below. In addition, the city will cover an overall area of approximately 15,000 hectares, while the Culture and Scientific Research Districts will cover an area of approximately 3,600 hectares.

(1) Culture and Scientific Research Districts

The unified providing of Culture and Scientific Research Facilities or the Facilities for Exchange of Culture, Scientific Studies and Research will be promoted along with public facilities, recreational facilities, residential facilities and other facilities while taking into consideration improvement of fire prevention capabilities, accommodation of the growing proportion of the elderly in society and advanced information utilization, reduction of the burden on the environment, coexistence with nature, harmony with Peripheral Areas, and so forth. With respect to land use within the districts, considerations will be given to achieving harmony with surrounding urban districts and afforestation districts. In addition, in consideration of the characteristics of the districts together with striving to ensure plants and trees within the districts such as by protecting areas of natural afforestation, efforts will be made to form a landscape suitable for a cultural and scientific research city to create a favorable research and living environment. Moreover, district centers, which integrate urban service functions based on systematic collaboration in functional terms by taking advantage of the characteristics of the arrangement of the Culture and Scientific Research Districts, will be provided scattered throughout the Culture and Scientific Research Districts. By combining these with the providing of a city center having a high degree of attractive appeal supported by diverse transportation functions, it will be possible to form a multi-core urban function network.

(2) Peripheral Areas

Together with promoting enterprises for the providing of necessary facilities, the formation of a favorable living environment and so forth in relation to the providing of Culture and Scientific Research Districts for the purpose of respecting the current land utilization and achieving harmony with Culture and Scientific Research Districts, activities will be deployed for promoting agriculture and forestry as well as protecting the natural environment.
