Chapter 5 :
Basic Matters Relating to Providing of Culture and Scientific Research Facilities


The following facilities will be constructed as Culture and Scientific Research Facilities.

1) Facilities Engaged in Advanced Research, Education and General Enlightenment relating to Culture and the Arts

Together with constructing facilities such as the preservation and restoration of the Heijo Palace Site, efforts will be made to actively use the historical and cultural environment of the Kinki region to construct facilities targeted at research in these areas in order to conduct advance research, education, international exchange and general enlightenment relating to the culture and arts of Japan.

2) Universities and Other Educational and Research Facilities

Together with enhancing and strengthening basic science while promoting creative learning, advanced and creative education and research will be deployed in international and interdisciplinary research areas and leading-edge fields of science and technology in order to respond to the needs of society such as the development of skilled personnel and the utilization of scientific research results. In addition, the construction and enhancement of universities and so forth will be attempted, including a new type of Nara Institute of Science and Technology and other universities and research institutes engaged in various activities conducted in collaboration with society and industry.

3) Facilities Engaged in Creative Basic Research, Application Research and Advanced Technology Development

Although Japan has endeavored to introduce the results of basic research from the U.S. and Europe in the past, it will be necessary in the future to strive to become a country based on the creation of science and technology by enhancing and strengthening creative basic research that contributes to the development of science and technology throughout the world. Consequently, the construction of the Advanced Photon Research Center (tentative name) and other facilities will be promoted for that purpose. In addition, as the driving force behind the new industrial creativity, the construction of leading-edge research facilities will be promoted in all fields, including research facilities provided in consideration of joint utilization, in order to conduct basic research as well as applied research and advanced technology development.

4) Facilities Provided with Functions for Promoting Cultural and Scientific Research Exchange and Training Activities

In addition to international, interdisciplinary and interindustrial exchange becoming increasingly important for the further promotion of culture and scientific research in the future, it will also be necessary to proliferate the results of advanced research and development along with the development of skilled personnel. In order to accomplish this, efforts will be made to construct facilities equipped with functions for promoting these exchange and research activities, as well as functions that broadly contribute to the development of local cultural and scientific research.

5) Information Providing Facilities in Support of Cultural and Scientific Research

Construction of the Kansai Annex of the National Diet Library (tentative name) will be promoted as an organization involved in new information provider services that take advantage of electronic library functions in order to strengthen and enhance functions that support cultural and scientific research activities.

In addition, together with promoting construction of the Work Experience Plaza (tentative name) as a center for comprehensive employment information engaged in the providing of information and opportunities to experience various factors relating to work, information provider facilities will be constructed that rapidly provide information relating to cultural and scientific research in accommodation of the current age of sophisticated information utilization and the increasing diversification of information required during cultural and scientific research activities.
