The Basic Policy on the Construction of Kansai Science City

Chapter 8 :
Basic Matters Relating to Construction of Public Facilities, Recreational Facilities, Residential Facilities and Other Facilities


Construction of the following facilities will be promoted while taking into consideration improvement of disaster prevention facilities, improvement of convenience for residents and researchers, reduction of the burden on the environment, coexistence with nature and the formation of pilot model city.

1. Construction of Public Facilities and Recreational Facilities

(1) Transportation Facilities

1) Wide-Area Transportation Facilities

Construction of required facilities will be promoted as indicated below in order to strengthen connections with the Kansai International Airport, national trunk line axes and major cities and research and development centers in the Kinki region.

a. Roads

Together with proceeding with the construction of the Second Keihan Expressway, Keinawa Expressway and National Highway 163, etc., construction of the Nagoya-Kobe section of the Kinki Nagoya-Kobe Expressway (Second Meishin Expressway) will be promoted in adjacent regions. In addition, efforts will be made to embody plans for the Kansai Science City connecting highway (tentative name) and Uji-Kizu section (tentative name).

Moreover, the construction of VICS (vehicle information communication system) will be implemented to promote safe and comfortable roadway utilization.

b. Railroads

In order to strengthen connections between the centers of Kyoto, Osaka and Nara prefectures, together with stepwise construction based on transportation demand trends and so forth for the Keihanna New Line running from Ikoma Station on the Kintetsu Higashi-Osaka Line toward Takanohara station on the Kintetsu Kyoto Line, enhancement of the transport capacity of existing lines such as the JR Katamachi Line (JR Kansai Science City Line) and Nara Line will be promoted. In addition, together with proceeding with studies for construction of the Katana Connecting Line in consideration of future transport demand trends, studies will be conducted on the need for construction of a branched line near Hosono on the Keihanna New Line towards Kizu.

c. Airports

Studies will be conducted on the formation of an airport network while taking into consideration air transport demand trends and so forth.

2) Regional Transportation Facilities

Together with promoting the construction of trunk line roads and auxiliary trunk line roads to mutually link Culture and Scientific Research Districts, harmoniously develop Peripheral Areas, and connect the science city with wide-area transportation facilities, transportation node functions will be strengthened focusing primarily on train stations such as the construction of public plazas in front of train stations.

In addition, together with promoting the establishment of a bus transport network in accommodation of transport demand, studies will be conducted on the introduction of new transportation systems in accordance with local characteristics.

Moreover, together with promoting the construction of joint channels to serve as shared containment space for electricity, gas and water along with power line joint channels and so forth accompanying the construction of roads, the construction of traffic safety facilities will be promoted in order to ensure safety within the city as well as smooth traffic flow.

(2) Water Resource Development Facilities

The construction of dams and other facilities will be promoted in order to deal with increased water demand accompanying city construction in an effort to secure adequate water resources.

(3) Waterways and Sewers

a. Waterways

Securing of an adequate water supply and construction of waterway facilities will be promoted to deal with water demand resulting from population increases accompanying city construction and the construction of Culture and Scientific Research Districts and so forth.

b. Sewers

The construction of sewers of river basins, such as the upper reaches of the Kizu river basin, public sewer lines and urban sewer channels will be promoted to deal with population increases accompanying city construction as well as maintain water quality of public water areas and prevent flooding.

(4) Land Preservation Facilities

The construction of river control facilities such as waterway improvement of related rivers will be promoted while taking into consideration harmony with the surrounding natural environment and landscape together with maintenance and improvement of water retention and retardation to deal with the increased flow rates of rivers accompanying city construction. In addition, measures will also be deployed to prevent soil damage.

(5) Parks and Green Zones

Together with promoting the construction of multi-purpose parks in consideration of the natural environment, the construction of parks and green zones will be promoted so as to form a network of greenery that interconnects with historical and cultural properties and favorable natural environments. In addition, the construction of public squares and roadside areas will be promoted that are suitable for this science city corresponding to the characteristics of the Culture and Scientific Research Districts.

(6) Waste Treatment Facilities

Recycling facilities for the purpose of implementing reductions in the amounts of refuse and promoting resource recycling, along with refuse treatment facilities and bulk refuse treatment facilities will be constructed.

(7) Educational Facilities, Welfare Facilities and Administrative Service Facilities

The construction of schools and other educational facilities, welfare facilities such as child care centers and hospitals, and administrative service facilities such as police stations and fire stations will be promoted corresponding to the settlement of residents in the city.

(8) Cultural Facilities and Commercial Facilities

Center districts will be constructed in Culture and Scientific Research Districts corresponding to the characteristics of each district, and efforts will be made to aggressively introduce cultural facilities and higher order commercial facilities in those districts.

(9) Sports and Recreational Facilities

The construction of sports and recreational facilities will be promoted to ensure that city residents are able to lead healthy and fulfilling lives.

(10) Information and Communications Infrastructure Facilities

Together with supporting sophisticated cultural and scientific research activities as well as exchange activities among the industrial, academic and administrative sectors, the construction of information and communications infrastructure facilities will be promoted that connect locations within the city as well as the city with other regions for the purpose of securing a high level of living in the city in order to form an advanced telecommunications system.

(11) City Energy Supply Facilities

The construction of electricity, gas and other energy supply facilities will be promoted in order to accommodate energy demand required for cultural and scientific research activities, activities relating to life in the city and other city activities.

2. Construction of Residential Facilities and Other Facilities

(1) Construction of Residential Facilities

Together with the construction of facilities engaged in cultural and scientific research activities in cultural and scientific research activities, the construction of housing and building lots having a favorable environment will be promoted in those districts.

Housing and building lots will be arranged so that sound communities are formed comprised of people having diverse lifestyles while mutually complementing surrounding existing communities, urban areas and so forth and giving consideration to maintaining close proximity between residences and workplaces. In addition, considerations will be given to the creation of communities in accordance with internationalization, the advanced utilization of information and the growing number of elderly in society.

(2) Construction of Other Facilities

Together with constructing facilities engaged in cultural and scientific research activities in Culture and Scientific Research Districts, industrial facilities will be integrated in these districts that take advantage of the results of cultural and scientific research as well as provide support for cultural and scientific research activities corresponding to the characteristics of each district. Moreover, attempts will be made to construct new urban-type industrial facilities that accommodate the stratification and diversification of future city activities.

In addition, ample consideration will be given to forms for introducing these facilities that allow accommodation of a diverse range of location preferences.
