Flow of CALI Payments (Mutual Insurance Payments)

Basically, the process from contract to payment is carried out by the non-life insurance company (mutual insurance association). The flow of CALI claims (mutual insurance payments) from claim to payment is as follows.

Submitting a Claim

The claimant submits the CALI (mutual insurance) claim documents to the non-life insurance company (mutual insurance association).

Request for Damage Assessment

The non-life insurance company (mutual insurance association) confirms the CALI (mutual insurance) claim documents submitted by the claimant and sends them to the Claims Survey Office of the General Insurance Rating Organization of Japan (hereinafter referred to as "GIROJ").

What is the General Insurance Rating Organization of Japan (GIROJ)?
GIROJ is an organization established in accordance with the Act on Non-Life Insurance Rating Organization of Japan (enacted in July 1948. It calculates the standard premium rates for CALI and mutual insurance. As part of its operations, the CALI Claims Survey Center conducts damage assessments for CALI (mutual insurance).

Damage Assessment

The GIROJ Claims Survey Office investigates the circumstances of the accident in a fair and neutral manner. It investigates the appropriateness of payment (whether the accident is covered by CALI (mutual insurance), and the causal relationship between the injury and the accident), and the amount of damages incurred.

Damage Report

The GIROJ Claims Survey Office reports the results of the assessment to the non-life insurance company (mutual insurance association).

CALI Payment (Mutual Insurance Payment)

The non-life insurance company (mutual insurance association) determines the amount to be paid and pays the CALI payment (mutual insurance payment) to the claimant.

Receipt of CALI Payment (Mutual Insurance Payment)

CALI payments (mutual insurance payments) are processed as outlined above.

Claim by the at-fault party

The at-fault party first pays compensation to the victim, and then claims the CALI payment (mutual insurance payment) from the non-life insurance company (mutual insurance association).

Victim's claim

If compensation is not received from the at-fault party, the amount of damages can be claimed directly from the at-fault party's non-life insurance company (mutual insurance association).

Victims will need money immediately to pay for medical treatment and other expenses. To ensure that you receive the money to cover these expenses as soon as possible, a provisional payout system is available.

Traffic Accident Victim's Notebook

MLIT has created the “Traffic Accident Victim's Notebook” with the hope of providing support to automobile accident victims. The notebook allows victims and their families to record accident details and provides information about support systems available through police, local governments, and private victim support organizations. We also hope that it will provide support to all accident victims, and help to ease their concerns.
