It is not only the parties involved in an accident that are supported by CALI (mutual insurance). MLIT undertakes various accident prevention initiatives to help prevent traffic accidents. These include conducting safety performance tests on automobiles sold to the general public and publishing the results.

Projects for Comprehensive Safety Measures
The following accident prevention projects are being implemented.
Broadening the use of advanced safety vehicles (ASVs)
MLIT is working to promote the development, commercialization, and dissemination of ASV technologies. ASVs are equipped with advanced-technology systems that support safe driving. The aim is to reduce the number of traffic accidents. In addition, our programs subsidize the installation of collision-damage mitigation brakes, systems that detect abnormalities in the driver, etc.
Training Courses for Vehicle Operation Managers, Etc.
To ensure the safe operation of buses, hired cars, taxis, trucks, and other vehicles used in automobile transport businesses, we conduct seminars for operation managers* on operation management practices, related laws and regulations, and management methods necessary to ensure safety.
*A person in charge of ensuring operational safety by managing and supervising the drivers of commercial vehicles.
Driver Aptitude Test
The aptitude test is intended for drivers of buses, hired cars, taxis, trucks, and other drivers in automobile transport businesses. It uses various measurements to identify driving habits, including strengths and weaknesses, and provides advice according to each habit.
Safety Management Services
MLIT offers seminars that are effective in spreading and establishing the Transportation Safety Management System. We also dispatch lecturers and provide consulting services to help transport business operators improve their safety management systems.
Vehicle Safety Performance Assessment
Japan New Car Assessment Program and Child Restraint Systems (CRS) Assessment
MLIT and NASVA conduct the Japan New Car Assessment Program and Child Restraint Systems (CRS) Assessment to promote the spread of safe vehicles, etc. The assessments involve various safety performance tests on new cars and child restraint systems. The results are published. The programs create an environment in which people can choose safe cars and child restraint systems, and promotes the development of safe cars and other products by manufacturers.

Expected Effects of the Act Amendment
In order to make victim support and accident prevention measures stable and sustainable, the system was revised and the following contribution* was newly established for premiums from April 2023 onward.

- Private automobiles:
- 125 yen/year
- Commercial buses, trucks, and taxis:
- 150 yen/year
- Motorcycles, emergency vehicles:
- 100 yen/year
This contribution will provide approximately 10 billion yen in annual financial resources to expand victim support and accident prevention measures.

Enhancing the Japan New Car Assessment Program
Currently, car assessments are conducted for various types of vehicles sold in Japan. However, since the safety performance of automobiles has been evolving steadily in recent years, the Japan New Car Assessment Program will be further enhanced with new financial resources. In response to the rapid spread of advanced safety technologies, MLIT will enhance visualization of vehicle safety performance and encourage automakers to enhance and strengthen more advanced safety technologies.
Strengthening Lifesaving and Victim Mitigation Measures
In the event of a traffic accident, prompt emergency transportation is effective in saving lives and reducing damage. In order to realize faster emergency transport, we will promote the use of an "automatic accident reporting system" that automatically reports necessary information such as the location of the accident, along with information on airbag deployment, etc.

Traffic Accident Victim's Notebook
MLIT has created the “Traffic Accident Victim's Notebook” with the hope of providing support to automobile accident victims. The notebook allows victims and their families to record accident details and provides information about support systems available through police, local governments, and private victim support organizations. We also hope that it will provide support to all accident victims, and help to ease their concerns.
