Support for traffic accident victims

CALI System is engaged in various efforts to support victims, including operating hospitals that specialize in treating people who have suffered brain injuries in traffic accidents and are left with serious residual disabilities. It supports people receiving nursing care at home and their families by providing nursing care fees, and provides livelihood support for families with children who have been orphaned by traffic accidents.

Assistance for Persons with Severe Disabilities due to Automobile Accidents

Treatment, Nursing, and Rehabilitation Support through NASVA Treatment and Nursing Care Centers

NASVA operates 12 treatment and rehabilitation facilities throughout Japan for people who have suffered brain injuries in automobile accidents, who are left with a severe residual disability, and who require treatment and continuous nursing care.

Support for Home Care

For families of people with severe residual disability caused by traffic accidents who receive home care, the program provides benefits to cover the cost of purchasing nursing care supplies and other expenses. We also visit families providing home care to provide information and to listen to their concerns.

Help for Short-Term Hospitalization And Short-Stay Service

We have established a system for hospitals and facilities to accept persons with severe disabilities due to automobile accidents receiving home care. Under the system, these persons can be hospitalized for a short period of time for the purpose of rehabilitation, caregiver's rest, etc.. Alternatively, they can be admitted to facilities for persons with disabilities. (As of March 2024, there are 197 cooperating hospitals and 136 cooperating facilities.)

Securing a Place to Live

To enable persons with severe disabilities due to automobile accidents who are receiving nursing care to live after their caregivers are no longer available, we support the establishment of new group homes and other facilities to ensure that they are able to receive care after their caregivers are gone.

Consultation and Resolution of Accidents

A Traffic Accident Victims Hotline is available for consultation on problems arising from traffic accidents.

Nichibenren (Japan Federation of Bar Associations) Traffic Accident Consultation Center

Free assistance is available in the form of telephone consultations, interviews, and settlement mediation by attorneys regarding issues related to compensation for damages from automobile accidents.

Traffic accident consultation offices have been established in each prefecture, government-designated city, and some cities, wards, towns, and villages, Expert counselors provide advice from a fair and neutral standpoint and help solve problems related to settlements, claims for damages, fault ratios, insurance, and other issues.

Support for Children Orphaned, Etc. by Traffic Accidents

Payment of Child-Rearing Benefits Based on Compensation

The Foundation for Orphans from Automobile Accident has been established to support children orphaned, etc. by traffic accidents. When children who have lost a parent in an automobile accident enroll in the fund by contributing a portion of their compensation from non-life insurance companies (or mutual aid associations), this contribution is combined with government and private sector subsidies and managed securely to provide development benefits until the child reaches 19 years of age

Interest-Free Loans for Living Expenses

In order to ensure the healthy upbringing of children whose parents have been killed or left with severe residual disabilities as a result of automobile accidents, we provide Loan without Interest for Children (loans for children orphaned by traffic accidents etc.) for children up to junior high school graduation.

Gatherings for children orphaned, etc. by traffic accidents

The Tomo-no-Kai support group was established to promote the healthy growth of children who have been orphaned, etc. by traffic accidents. Through recreational activities and painting, calligraphy and photography contests, etc., the group promotes a sense of solidarity among families who use the loan for children who have been orphaned, etc. by traffic accidents, and supports the children's healthy growth.

Expected Effects of the System Revision

In order to make victim support and accident prevention measures stable and sustainable, the system was revised and the following contribution* was newly established for premiums from April 2023 onward.

Private automobiles:
125 yen/year
Commercial buses, trucks, and taxis:
150 yen/year
Motorcycles, emergency vehicles:
100 yen/year

This contribution will provide approximately 10 billion yen in annual financial resources to expand victim support and accident prevention measures.

Enhancement of Main Victim Supports

Up to now, NASVA has established 12 treatment and rehabilitation facilities in Japan that specialize in the treatment and rehabilitation of people with severe residual disabilities caused by brain injuries. NASVA intends to enhance its support for people with spinal cord injury and higher brain dysfunction. Specific measures include the establishment of a new treatment and rehabilitation facility for persons with spinal cord injury, enhancement of systems to support the social rehabilitation of persons with higher brain dysfunction, and planning supports for bereaved families.

Reinforcement of Measures after the Loss of a Caregiver

NASVA has been providing various types of care support to families (couples, parents, etc.) of accident victims who are left with disabilities. However, NASVA has not sufficiently addressed the problem of victims being unable to continue their lives when, for some reason, it becomes difficult to continue providing care for them (problem of the future without a caregiver). Therefore, NASVA will strengthen measures against the loss of caregivers based on new financial resources. Specific measures include the enhancement and reinforcement of systems to support the establishment and expansion of new group homes and other facilities that serve as places to live, and the enhancement and reinforcement of systems to support the securing of nursing care personnel to ensure a generous nursing care system.

MLIT has created the “Traffic Accident Victim's Notebook” with the hope of providing support to automobile accident victims. The notebook allows victims and their families to record accident details and provides information about support systems available through police, local governments, and private victim support organizations. We also hope that it will provide support to all accident victims, and help to ease their concerns.
