CALI (Mutual Insurance) for

What is CALI (Mutual Insurance)?

Compulsory automobile liability insurance (CALI) and mutual insurance are systems that provide relief to victims in various ways. These include: compensation for damages from the person who caused the traffic accident (the at-fault party) to the victim; support for benefits for home nursing care for those who need nursing care in daily life activities, such as people who are bedridden or wheelchair bound; and the operation of hospitals specializing in treatment for people with severe residual disabilities.

If you cause personal injury without CALI (mutual insurance), you must pay all damages yourself.

What is CALI (Mutual Insurance)?

For example, if a driver injures or kills another driver, the insurance company will pay up to 30 million yen as compensation for damages if the driver is covered by CALI (mutual insurance).
However, if you do not have insurance coverage, you must pay the full amount of compensation yourself.

In addition, CALI (mutual insurance) is required for all motor vehicles (including motorized bicycles and electric scooters / kickboards, etc.). Driving without CALI (mutual insurance) is punishable by imprisonment for up to one year or a fine of up to 500,000 yen.

Compensation through CALI (Mutual Insurance)

The maximum amount of payment for compensation for damages covered by CALI (mutual insurance) is as follows per victim of an accident.

Damages for death:
Up to 30 million yen
Damages for residual disability:
Maximum 40 million yen to 750,000 yen (depending on the grade of residual disability)*.
Damages for injury
Up to 1.2 million yen
  • *Significant impairment of the nervous system, mind, or thorax and abdominal organs that requires nursing care
    In cases requiring continuous nursing care (Grade 1): 40 million yen; in cases requiring occasional nursing care (Grade 2): 30 million yen.
  • *Residual disability other than the above
    (Grade 1): 30 million yen - (Grade 14): 750,000 yen

If there are multiple victims in one accident, the above payment limits are set for each victim individually. Property damage accidents are not covered.

How to Enroll in CALI (Mutual Insurance)

You can enroll through simple procedures at automobile and motorcycle dealers, insurance (mutual insurance) agencies, non-life insurance companies, mutual insurance associations, and agricultural cooperatives. Some non-life insurance companies (mutual insurance associations) allow procedures to be completed at post offices (except for some post offices such as minor post-office outlets). They also allow procedures to be completed via the internet or at convenience stores. For details on the procedure and required documents, please contact the non-life insurance company (mutual insurance association) or agency you wish to make a contract with.

In addition, CALI (mutual insurance) has an expiration date.
Please check the sticker on the license plate for the year and month of expiration, and renew your insurance. Renewal can be made from 2 months before the expiration date.

Note: The color of the sticker depends on the year in which the term expires.
