The National Agency for Automotive Safety and Victims' Aid (NASVA) provides information and referrals for traffic accident victims, including legal, financial, and care services. They can direct victims to relevant organizations and services, including insurance and dispute resolution. It also provides information on the NASVA support system.

Traffic accident-related/general consultations regarding traffic accidents
Traffic accident consultation centers are located in each prefecture, government-designated city, etc. They provide expert counselors for all problems related to traffic accident settlements, claims for damages, fault ratios, insurance, etc. The counselors offer advice from a fair and neutral standpoint to help resolve issues.

Free consultation, mediation and examination by lawyers regarding damage compensation issues; free consultation regarding higher brain dysfunction by attorneys
The Nichibenren (Japan Federation of Bar Associations) Traffic Accident Consultation Center offers free telephone and interview consultations by lawyers on compensation for damages from traffic accidents. They operate from 156 consultation centers nationwide (as of April 1, 2023). In addition, when the parties are unable to reach an agreement in negotiations for compensation for damages, Consultation Center lawyers stand between them in a neutral and fair manner and provide settlement mediation and review procedures free of charge. In addition, free consultations with attorneys are available for people who are suspected of having higher brain dysfunction due to automobile accidents.

Consultation on Disputes Concerning Payment of CALI (Mutual Insurance)
Foundation Jibaiseki Handling of Disputes Mechanism provides telephone consultation services regarding disputes with non-life insurance companies (mutual insurance associations) concerning payment of compulsory automobile liability insurance (CALI) payments (mutual insurance payments). In addition, the Foundation provides dispute resolution (conciliation) as a third-party organization designated by the government with fairness, neutrality, and expertise, so that disputes can be resolved more quickly than through ordinary judicial remedies.

General consultation regarding non-life insurance, and consultation regarding problems and disputes with non-life insurance companies
The General Insurance Association of Japan has set up two "Sonpo ADR Centers" in Japan to provide general consultations on non-life insurance. Also, as a designated dispute resolution organization under the Insurance Business Act, they accept complaints when problems with non-life insurance companies* are not resolved and support dispute resolution with non-life insurance companies (e.g., presenting settlement offers).

Legal Advice and Settlement Assistance
The Japan Center for the Settlement of Traffic Accident Disputes provides legal consultation, settlement conciliation, and review procedures from a neutral and fair standpoint to resolve disputes over settlements between victims of automobile accidents and the non-life insurance companies (mutual insurance associations) contracted by the at-fault parties.

Medical Affairs/Healthcare Consultation
The Medical Safety Support Center responds to complaints, concerns, and consultations from patients and their families regarding medical care. It also provides medical institutions, patients, and their families with advice and information on medical safety.

Welfare/Mental and Physical Health Consultation
If the victim or their bereaved family members have suffered serious emotional trauma and mental or physical problems as a result of a traffic accident, mental health and welfare centers, public health centers, and municipal health centers provide counseling on mental and physical health issues. In addition to advice and guidance, they also provide consultation on social reintegration. In addition, referrals to medical institutions are made as needed.

Consultation on Children's Mental and Physical Health
If a child suffers from mental or physical problems and various childcare issues arise as a result of a traffic accident involving the child or a member of the child's family, the child guidance center provides necessary advice and support according to the nature of the consultation. If necessary, referrals will also be made to other specialized institutions for medical care, assistance, or training.

(1) When you call from a landline: If your area can be identified from your local area code, the call is forwarded directly to the local child guidance center. If your area cannot be identified, you will be asked to enter your local area information and following the guidance to identify your local child guidance center.
(2) When you call from a cell phone: The operator obtains the caller's local area information and identifies your local child guidance center.
Consultation on Disability Welfare
Each municipality and its designated consultation support business operators provide consultation with persons with disabilities, etc. These consultations cover various problems concerning the welfare of persons with disabilities. They provide necessary information, support the use of welfare services for persons with disabilities, and provide other necessary support for the protection of people's rights.

Consultation on Higher Brain Dysfunction
Higher brain dysfunction involves residual disorders such as memory impairment, attention impairment, executive function impairment, and social behavior impairment. These are after-effects of traumatic brain injury. Specifically, symptoms may vary. People may become more forgetful, restless, or dazed than before. However, the disorder is difficult to spot, and symptoms may appear some time after the accident, when the patient has returned to daily life.
Each prefecture has a support center for higher brain dysfunction, offering consultations and assistance to individuals with the disorder and their families. They help address various challenges related to the condition.

Traffic Accident Victim's Notebook
MLIT has created the “Traffic Accident Victim's Notebook” with the hope of providing support to automobile accident victims. The notebook allows victims and their families to record accident details and provides information about support systems available through police, local governments, and private victim support organizations. We also hope that it will provide support to all accident victims, and help to ease their concerns.
